Chinese export food exporters or agents, shall apply to the AQSIQ for the record, and the record is responsible for the authenticity of the information provided.

Exporters or agents shall guarantee can contact in case of emergency information by filing with the relevant staff.
After the exporter or agent to submit information for the record, the record number and get tracking number for the record management system generated by the record number and tracking number inquiries filing process or modify the record information.
2, the exporter or agent address and telephone number change, it shall be modified by the record management system. Record management system to store information and information on the revision of the exporter or the agent submitted. When the exporter or agency name change, a new application should be filed.
3, AQSIQ exporters or agents to provide a complete record of information to be filed. Record management system generates a record list of exporters or agents, and published in the AQSIQ Web site. Publish a list of information include: the record exporter or reseller's name and country or region.
4, imported food consignee for the record
 
 
5, imported food consignee (hereinafter referred to as the consignee), should its business registration inspection and quarantine agencies for the record, and the record is responsible for the authenticity of the information provided.
6, the consignee shall import food to the local inspection and quarantine authorities before filing the application. For the record shall provide the following materials:
(A) accurate and complete consignee fill application form;
(B) the business license, organization code certificate, legal representative of identity, foreign trade operators filing a copy of the registration form and the original inspection;
Quality and safety management system (c) enterprises;
(Iv) the organization and food security-related settings, departmental functions and job responsibilities;
(E) the proposed operation of the type of food, storage sites;
(Vi) two years had engaged in food imports, processing and marketing, should provide instructions (food variety, quantity);
(Vii) the self inspection, should provide self inspection unit registration certificate and a copy of the original inspection.
Inspection and quarantine agencies to verify the information provided by the enterprise, the grant for the record.
7, the consignee in the paper document to provide the above materials should be accompanied by the record management system to fill and submit the application form (Annex 2), to provide the consignee's name, address, contact name, phone, business types of food, filled table name, telephone and undertaking other information. Export of food content and filing procedures: the record content and procedure
 
1, export food production enterprise fails to fulfill statutory obligations according to the law filed by the filing or review does not meet the requirements, the product is not exported.
2, export food production enterprises for the record, shall submit a written application and the following documents to prove that material, and is responsible for the authenticity of archival materials:
(A) business license, organization code certificate, legal representative or authorized person in charge of the identification;
(Ii) corporate commitment to comply with the requirements of health food production enterprises export and import country (region) of self-declaration and self reporting requirements;

(E) which shall be made in food production permits and other administrative license, provide or licenses;
(F) other certified laboratories and internal qualifications and other relevant information.
Inspection and quarantine agencies directly under Article VIII export food production enterprises shall apply within 5 days of the filing date of filing materials export food production enterprises submitted a preliminary review of the materials are complete and meet the statutory form, be accepted; materials are incomplete or do not compliance with the statutory form, it shall inform the entire contents of the first export food production enterprises need to be supplemented.

4, the following circumstances, immediate inspection and quarantine agencies shall export food production enterprises on-site inspection:
(A) the importing country (region) with special registration requirements;
(B) must be implemented Hazard Analysis and Critical Control Point (HACCP) system validation;
(Iii) not included in the food production license management;
(Iv) the level of risk based on the export of food and the need to implement the actual work site inspections.
CNCA formulated, adjusted and promulgated export food production enterprise must implement the Hazard Analysis and Critical Control Point (HACCP) system verification.
Confirmed by the inspection and quarantine agencies directly under the effective third-party certification of conformity assessment results, etc. may be used.
5, the assessment team should complete the export of food production enterprises assessment within five days to complete the review and submit it to the inspection and quarantine agencies directly under.
Directly under the inspection and quarantine institutions shall, within 10 days of the date of the assessment report of the evaluation report to review and decide whether the record is received. Compliance with the filing requirements, issued the "export of food production enterprises for the record certificate" (hereinafter referred to as "the record evidence"); not the record, it shall notify in writing the export of food production enterprises and explain the reasons.
Directly under the inspection and quarantine institutions shall timely export food production enterprises for the record list submitted to the CNCA, CNCA published summary and report to the AQSIQ.
6, "the record evidence" is valid for four years.
Export food production enterprises require the continuation of legally acquired "the record evidence" is valid, it should at least "the record to prove" before the expiry of three months, to the local inspection and quarantine agencies directly under the continuation of filing application.
Directly under the inspection and quarantine institutions shall propose the continuation of filing an application for review of export food production enterprises, the review of compliance with the filing requirements, to be renewal, "the record evidence."
7, inspection and quarantine agencies directly under the food production and export enterprises in accordance with rules to be filed for record number of export food production enterprise numbering management.
8, food production enterprises export business name, legal representative, business license and other filing items is changed, it shall within 15 days from the date of the change, to the local inspection and quarantine agencies directly under filing the change.

Article 25 CNCA and the staff of the inspection and quarantine agencies in the implementation of the record and supervision work, abuse of power, corruption, neglect their duties shall be given administrative sanctions; constitutes a crime, be held criminally responsible.
Chapter IV Supplementary Provisions
 
Article 26 The export of food production enterprises need to apply for registration of foreign health shall obtain "the record evidence", according to the relevant requirements of the importing country, and, to the local inspection and quarantine agencies directly under the application in accordance with this provision, by the CNCA unified external recommended.
Article 27 The term of the export of food production enterprises do not include export of food additives and food production, processing, storage enterprises.
Article 28 for Hong Kong and Macao food, border and border trade export of food, AQSIQ provisions prevail
